Great question! YES, you can count it as part of the total Finished Sq. Ft. However, the Sq. Ft is divided in to Above Ground and what is referred to as the Lower Level or Below ground.

It should be noted that in order to be considered Finished it needs to have a ceiling, finished floors, etc.
