Mitchell and Lama were two New York State Senators who devised a plan for middle income housing. It applied only to New Yoirk and is rarely available now as many buildings are no longer in the program. New Jersey legislators would have had to pass a similar bill bit if there is one, a New Jersey broker or member of the Legislature should be able to tell you.

No. The Mitchell-Lama Housing Program is a form of housing subsidy in the state of New York.

No - Mitchell Lama is a program enacted by New York state. New Jersey may have similar programs, but that program is exclusively NY State.
