    Town of Pelham History

    Pelham is the oldest town in Westchester County. Thomas Pell signed a treaty in 1654 with the Siwanoy Indians to buy what is not only the Town of Pelham but is all of the borough of the Bronx and the land along Long Island Sound north to the Rye border and inland to the Bronx river. Pell named his manor "Pelham" in honor of his tutor, Pelham Burton.


    The community of the Town of Pelham is located in the south end of Westchester County, bordered by three (3) major cities, including New York City, Mt. Vernon, New Rochelle and the Long Island Sound.  The municipalities residing in the Town are the Village of Pelham, Village of Pelham Manor, and the Pelham Union Free School District #1.  Each Village and School has its own governing board and controls their operations.  In addition, the Villages are responsible for all of the properties within their domain.

    Each Village has retail shopping areas, inclusive of Professional Services, parking areas for resident, guests and other conveniences. The school organization accommodates Elementary (4), Middle & High Schools covering K-12 grades.

    The Town has many community groups, briefly defined under Community organizations shown on the following pages.

    Alexander E. Perriello III, president and chief executive officer of the Realogy Franchise Group, said real estate industry leaders are asking Congress to extend the June 30 closing deadline imposed by the Worker, Homeownership and Business Assistance Act of 2009.

    Under the Act, qualifying homebuyers who signed purchase contracts by April 30 are entitled to up to an $8,000 tax credit, provided they close their sales by June 30.

    But as the deadline looms, buyers are learning that their closings may be delayed because lenders have piles of unfinished paperwork due to a spike in April applications triggered both by the tax credit program and an unanticipated spring market-wide surge in contracts signed.

    "It's the 'pig going through the python' scenario," commented Perriello.

    Lester Kravitz, President of The Guild of Independent Real Estate Professionals, noted that many of the ontracts have escape clauses triggering on June 30. He said Congress must act now to avert a possible crisis for buyers and sellers and the market in general.

    Perriello spoke Wednesday at a national real estate industry leadership social media conference in Rye, New York organized by RISMedia.
