It is not surprising that California is first with such a program. Most of their energy efficient programs have no economic payback, ever. See http://www.garyharmon.com/escondido-homes/solar-panels-free-energy. Not surprising that we are also the first state to "go broke."

Gary, this program is actually beneficial to both California AND to residents. It allows residents to make improvements that will save them money and help the environment, while doing so with the aid of a low cost loan. The state benefits from saving energy and by the interest on the loans, so it is a win-win situation. As far as California going broke, NOT making energy efficient changes in our state certainly will not help us in the long run. I agree that we need to re-prioritize (don't even get me started on education), but this is an area in which I can see no negative ramifications.
