Feds OK new tunnel to Manhattan; One-seat ride from Orange County by 2017 $8.7 billion project would run under the Hudson next to existing, 100-year-old tunnel The new tunnel will bring more NJ Transit’s rail lines directly into Midtown, too – specifically the ones that carry commuters from Orange and Rockland counties in New York and Bergen and Passaic counties in New Jersey.
