    Flood insurance changes in the world of home ownership and coastal RI real estate was a huge happening hitting us like a tsunami in 2013.

      The changes have been implemented by FEMA for the flood plains and flood maps for U.S. properties.

     If you do not have flood insurance or have not needed to in the past (no mortgage on your property, specifically) you still need to be aware of what flood zone you are in and whether your property is at flood risk.  Not knowing what your flood zone is can be just foolish.  Home values can be impacted by flood plains and maps where you are located.

    As a homeowner or a potential real estate seller, insurance of all kinds is important and critical to any buyer’s lender.

    North Kingstown RI December 2013 Year End Market Report

    Single family real estate market data for December 2013 and for a recap of the year 2013 for North Kingstown, RI is provided by Ginny Lacey Gorman of RI coastal real estate.  The month of December 2013 home sales are as follows:

    • Properties currently active on the market: 132 
    • Single-family properties closed in December 2013: 24 
    • Average sales price: $ 379,000
    • Sales price to list price ratio: 96%
    • Average days on the market: 84
    • Sales currently pending: 26

    North Kingstown home absorption rate for December is 5.5 months of home inventory (a normal market would be 5-7 months of North Kingstown real estate home sold  anything under 5 months of inventory is considered a seller’s market). Based on this most recent home sales data, the North Kingstown real estate market is a normal to sellers market.  We have not seen this change in the real estate market in years!

    • Home absorption is the amount of time it will take to sell all the homes currently on the market without any additional homes being added to the current home inventory.
    • Breakdown of the 24 North Kingstown sold homes is as follows for the month: 10 homes sold under $300,000,3 homes sold between $300,000-$400,000 and 11 homes sold over $400,000.

     The North Kingstown RI 2013 real estate single family home market has been a strong selling market with the number of home sales up 32% over 2012!   Even home sale prices have stabilized with just a +.1% increase in 2013 over 2012 yet they are on the plus side which is good for sellers.

    As this is one of the RI real estate coastal beach towns to reside in, Narragansett real estate offers fabulous and varied home choices.   Let us take a look at what the market is doing this month in single family home sales and contracts…

    The Narragansett RI real estate report October 2013 update in real estate home information is as follows:

    • Properties active and on the market: 139 
    • Single-family properties sold in October 2013: 23 
    • Average sales price: $ 452,754
    • Average days on the market: 94 
    • Sales currently pending: 22 

    The Narragansett single family home absorption rate has increased to just 6  months worth of home inventory. 

    • Breakdown of the 23 Narragansett home sales in October is as follows: 8 homes sold under $300,000, 7 homes sold between $300,000-$400,000, 7 homes sold over $400,000 and 1 home over $1 million. 

     

    Home prices for the year to date period through October 2013 compared to October 2012 are down 8% as 2012 was a better and busier year in the real estate marke.  Single home sales were down 1% over the same time period.

    The South Kingstown RI real estate report for October 2013 is loud and clear a strong market.

    South Kingstown is a southern RI town by the shore with Wakefield village as the main town center and the village district.  In addition, with many villages and hamlets within it which correspond to what we would call neighborhoods in RI.  Located on the Atlantic Ocean it is great choice.  It has become a Providence commuter’s haven to live in.  Nearness to the ocean, great restaurants, country and beach atmosphere all plays its role when owning a home here.
    South Kingstown Home Sales Market Update October 2013

    Additionally, South Kingstown waterfront luxury home sales are still here for buyers with deeper pockets.  

    The following South Kingstown RI home sales October 2013 information is provided by Ginny Lacey Gorman of  Rhode Island coastal real estate :

    • Properties currently active on the market: 233 (9% drop in inventory) 
    • Single-family properties closed in October: 35 (3% decrease in sales over prior month)  
    • Average home sales price: $ 322,255
    • Home Sales price to list price ratio: 96%
    • Average days a home is on the market: 91
    • Home Sales currently pending: 39 ( 15% increase over prior month)
       

      The number of days a home is on the real estate market prior to going into pending status is 3 months on average.  What does this mean for home sellers?   Homes are taking more time to sell so pricing well is important. 

      • A breakdown of the 35 South Kingstown RI home sales is as follows for the month: 16 homes sold under $300,000, 11 homes sold between $300,000-$400,000 and 8 homes over $400,000.  

      • Active homes on the market decreased by 9%, pending sales increased by 15% and home sales decreased a bit by 3% over the prior month.  

      The South Kingstown community is a waterfront South County community that is fortunate to have the University of Rhode Island campus in its borders, cultural music and theater, notable restaurants and good schools.  Being a coastal RI town offers great beaches to all its residents whether private, town or state beaches.

    Flood Plains and Real Estate Values Will Feel a Pinch

    Looking at a waterfront property in a community today all I can think of is how do I price this home now.  Many of these RI coastal real estate homes are in a high risk flood plain and due to FEMA insurance changes, over the last 60 days, have home values that have been impacted.
     
    From real estate agents to home appraisers, the professionals are wondering how now to value a home for the market place with the new subsidies on second homes going away.  Oh yes, the flood insurance changes are held up in a Congressional committee for implementation because it a national crisis for over a million homeowners who pay subsidized rates.  Now these numbers do not include the coastal homeowners who don't carry flood insurance.  Yet a home buyer would need to have flood insurance if the coastal home is purchased with a mortgage (another 4+million homeowners here) and in a flood plain. 
     
    So what do you see as the price of my home the homeowner asked me?  Yes, anyone can figure the physical replacement cost and land value on a home but that is not the real value now. It is a primo listing to have but I have to be honest it is tough to price now.  I am envious of this fantastic waterfront location with dock next to the ocean.  I am thinking a price somewhere less than the homeowner may have in mind because this home is in a high risk flood zone ...an 'AE' zone.  He carries no flood insurance on the home since it has no mortgage on it.  I can not price right to the current market until I find out about the insurance costs here.  
     
    Who would have thought that flood zones would have such an impact on home values now. As a real estate agent I need to be clear to my clients on value.  This could work against you I have to say.  There will always be home buyers for the waterfront....just not as many buyers as before.
     
    As Congress wrestles with what to do, homeowners are hanging in there trying to figure out what they do.  And this real estate agent needs to know how they are going to implement this flood plain insurance change sooner rather than later.  Any property that has had repeated flood claims or is a secondary home in the 'A' and 'V' zone flood plain categories will have big changes on insurance costs.  Talk to your insurer now.
     
    Home prices for coastal homes will await what the insurance costs will be (homeowners with a mortgage are notified at renewal time of increases). If you do not willingly carry flood insurance on your home because you own it outright, you should find out what those flood insurance costs are in case you at some point want to sell your home.  We will know more on this home once the homeowner talks with his insurance company to get a quote.  Pricing will need to be weighed with desirability as well as cost in a buyers eyes.  Coastal ownership will change in the future it seems.
